Union Budget 2026: Healthcare Elevated as Economic Growth Engine with Rs 10,000 Crore Bio Pharma Push

Presenting her ninth consecutive Union Budget on Sunday, February 1, Finance Minister Nirmala Sitharaman positioned healthcare as a pivotal driver of India’s economic growth, moving beyond its traditional social sector role. The Budget 2026-27 introduces a major thrust for health and biopharma through the ambitious Bio Pharma Shakti initiative, allocated Rs 10,000 crore over five years to transform India into a global manufacturing hub for biologics and biosimilars.

This strategic program targets domestic production of high-value advanced medicines essential for cancer, autoimmune disorders, and rare diseases—therapies currently dominated by costly imports. By fostering a robust ecosystem for these complex drugs, the government aims to slash import dependence, enhance treatment affordability, and position India competitively in the fast-expanding global biologics market.

Sitharaman outlined three core guiding principles—growth, fulfilling people’s aspirations, and Sabka Saath, Sabka Vikas—while announcing targeted interventions across six key sectors: manufacturing, healthcare, strategic and frontier areas, and advanced technology. This integrated approach emphasises sectoral synergies to amplify innovation, production, and job creation.

The health sector’s elevation to strategic priority status underscores its dual economic and social potential. Bio Pharma Shakti will spur research, skill development, and employment in life sciences, creating high-value jobs while ensuring accessible advanced treatments for millions of Indians. The initiative aligns with broader self-reliance goals, linking healthcare manufacturing with technology and strategic sectors for sustained momentum.
